Only SC knows the code or how many inactives there are and probably will never reveal the exact number, because if they do that the gingerbread fantasy about the game would vanish like the emperor's clothes.

I personally think that it would be AWESOME to look at some of the stats of players and algorithms and so on from SC. But that is their business. I will say that you can pretty much TH snipe all the way up to literally champions league if you give it time, effort, and nexting. I think that farmers are probably the most common type of player, but not all of them have their TH on the outside, unfortunately.
There are 8.5 million people that log onto CoC everyday worldwide, according to wikipedia and yahoo finance. So my professional opinion is a whole freakin lot!
what is the definition of an inactive player ????
Excellent question!
I have a couple of guys in my clan who never attack... they just collect fom their collectors from time to time during the day.
They are active in that they log in, but inactive in that they never actually do anything (except war once a week with us).
SC removes an account from the attack queues after around 2 weeks or so.
We did an experiment with a friends account that wasnt active. Everytime we logged in to it, it will be attacked (trophy count changes) for about two weeks. And then SC removes it from being able to be attacked. And the builder will appear to be busy doing the last thing they were doing.
Its funny seeing two builders upgrading bombs from lvl 2 to lvl 3 for a couple of months. I bet not even Inferno towers at the highest level takes that long to finish
