I have 1 builder free. 3 are busy.
Depends what you want done. There's no right or wrong answer.
For me, I try to keep my builders to a rigid schedule where I get a builder back every day, or 2 days at worst. But it's different for everyone. If you're interested in that, check where your other builders are at and go from there.
Drills... Sooner you max them the sooner you gain 4800 de/day doing nothing.
Dark Barracks lvl 5...depends if you war alot and if you need those witches for Wiwi.
DE storage... are you pulling in 50K+ de daily and are your royals over lvl 15? If so might want to upgrade it.
Gold/elix storage.... Not necessary at the moment, unless you are trying to upgrade to lvl 3 xbows. Elix storage is good enough.
Lab should always be going so everything else secondary.

as for troops I upgraded my loons then giants then spells. :D
