I personally only have 1 CoC account - mostly because I don't have the time or desire to have two (or more). But, a company typically enforces ToS's bylaws when it is convenient to them. They also turn their heads when there is benefit in doing so.
Why would SC ban for violating the multiple account ToS. You see, it only helps them.
1) Steadily increase in accounts looks great for investors.
2) Having 2 or more accounts means you may just be likely to spend $$$ on more than just one account.
However, IMO, not enforcing this specific ToS can be detrimental to a game and it's ability to survive in the long run. I only say this because when 1 person stops playing, if that person carries multiple accounts - then essentially more than one person stops playing. This can have an avalanche effect as a game becomes less popular. I usually reference the Zynga game Mafia Wars- it was "the cool game" to play 5 years ago as basically every person I knew played it (even if it was for a month). Those that played that game and got into it, know that the typical player had 2, 3, 4, 5, sometimes 10+ accounts (I personally had 9 myself). At first, it looked great to investors with so many new accounts popping up. Then, as Zynga released bad update after update, players stopped playing. But, because that person usually had at least 3 accounts, the drop in daily users decreased significantly fast. It also increased the number of accounts that hit the black market - as players stop playing, they look to recoup the cost they put into the game. Thus, the black market for second hand accounts - this is where Supercell will have to focus heavily to reduce the effect of players quitting who have multiple accounts as it really eats into their profits.
Granted, Mafia Wars is still an active game; however, the very few people that play it (and it has a very limited audience) have 10-30 accounts each - all running $cr1pt$ nearly 24/7 (which is against their ToS's but they turned the other cheek because it makes it look like it is still a fairly active game). <- which is another issue SC seriously needs to stay on top of since too many people using raid $cr1ptS takes away from the quality and fun of the game. If it becomes the norm - people lose interest.

Lovely to see the zynga mentioned, I never played mafia wars but I enjoyed Racing Live before it was ruined.
Anyway back on topic - the way SC look at this issue is different than most people think - they believe the game is for fun, and if people are having fun with multiple accounts and NOT using them to ch34t (grr this filter) then that's not serious enough to ban the accounts - it's a judgement call they make and I agree with it.
Trust me whilst I know the support team if they found me ch34ting I would be treated in exactly the same way as anyone else, in fact it would hurt quite a few people as I know them.

At no point did I mention that linking to gamecenter is or was a requirement, ergo if your organised to have a few google + or itunes/ gamecentre accounts more power to you.
SC can at their own discretion remove or modify accounts if it violates TOS as required.
Snarg , I'm aware of SC TOS as I enforced it for 3 years , I'm also acutely aware of how support runs.
