Has supercell ever banned someone for violating tos such as having multiple accounts. I see people make a big deal of it on the forums but thousands of people that play clash have multiple accounts. Even popular you tubers have multiple accounts.

I'm not 100% sure, but I think the rule is against having multiple accounts on one device. I believe people have been banned for violating the terms of service, but I don't think having multiple accounts is doing that. Hopefully someone can confirm my answer (or correct me). :)
Probably but we can't really tell since they don't make their bans public. If someone did get banned for multiple accounts, they probably did something else wrong too
You need to look it up under the FAQ on your device.
It used to read something along the lines of
Q. Can I restart my account
A. Not at the moment. If you want to start again you need to start again on a new device.

I don't know that anyone has ever been banned for that .......but........one day the big cheese at SC might wake up in a bad mood and say " ban all those double accounts". If you were here the day no one could switch accounts by changing GC ids you will remember the huge number of posts from people who had climbed out on their window ledges and were prepared to jump. All of them devastated by the thought that the jig was up and second accounts had been wiped out. Thankfully no one had to take that leap because the error was correct, had it been a real change in attitude by SC though? The world would have ended for many of these players.
so at the end of the day the question you should ask is not " can I have two accounts?" It's " will my life not be worth living if one day the big cheese gets up on the wrong side of the bed and bans my accounts ?" If you think you would hate life and want to leap out of a window if you ever lost your clash of clans account, then I wouldn't take the chance..
They reserve the right to enforce the rule but they only do so if the person has done something else more serious. There is also a problem in detecting it as people share internet connections.
It's absolutely not supported though they won't help if you have issues.
