It means that the player left his/her old clan while in the middle of a war. Wait a day or 2.
you have to wait before his old clans' war ends before starting a war
It means he's a hopper and left his old clan during a war.
Just check his profile and it will show you how long you have to wait til he is eligible to be in a war.
