The problem is these semi clans that you want to be hurts Clan Wars as a whole in the long run and SC knows it. If you are real life friends then meet up and do something else social where you see eye to eye lol...

Clan Wars is an integral part of the game. This opt out feature will see the growth of a large number of semi War Clans where only half the Clan is warring at any given time, for instance OP's 27/45 non war members... This will especially trend with new clans where there is no unifying leadership. As a result larger war clans finding a 'fair' match will become difficult, with 50v practically impossible. User experience will be diluted. Now the intention of the opt out for one or 2 members when they are away can be understood. But the side effect if you will, will be the rise of permanent semi war clans which is what SC previously stated does not align with the spirit of Clan Wars, and I agree with that.
I am not in principle against opting out of a war when a player is unavailable, however I am against the an opt out system which will ultimately lead to the rife of 2 tier clans as a permanent feature.

Though I would very much prefer to go to war with a smaller "army" of 10 to 15 dedicated members instead of our current 30.
And I'm a bit surprised that there seem to be clans of 50 where not a single member is unavailable during war ;)

Up to now you have been referring to the 'incompetent' clans and I think I have seen the words 'weak', 'dysfunctional', or clans that 'deserve to lose'. (Or maybe the incompetent and weak were the leaders not the clans?)
This 'semi' clans is a new word for you. Does it mean the same as the above or is it something new? Please define it for us.
I don't see the difference though of the current system where the non war members could either a) leave and form their own non war clan, b) be kicked and reinvited so not in war or c) be included in war and not attack/be horrible at attacking, giving the other clan an easy win which is no fun. To me all these options seems worse than just including an opt out feature.
I understand you have learning difficulty so I will do my best to explain what is startlingly obvious in context. Semi refers to half the clan warring and another half not warring as a permenant fixture (like OP's clan) as opposed to the opting out due to unavailability but the clan as a whole are on the same page on war frequency.
The difference is an opt out system will cause a rise of clans where members are permenanantly opted out, stunning CW growth. Also this system will encourage manipulation of war roster making casual clans suffer from match ups. This is already happening to some extent but an easy opt out system will turn War Clans from team play to elitism as a War Clans will inevitably drop roster size only sending their best in lower numbers to suit the new smaller clan wars due to 2 tier semi war clans. Overall player participation will suffer.
What we should encourage is the growth of Clans and Clan Wars such that the maximum number of player in a clan as well as participation ratio increases, not decreases. An opt out system does exactly opposite that.
Ok, but how does that make them only half a clan? Don't the non war guys count as COC players too? I think that might be the disconnect that some of us respect clashers that are not in a war where others discount them.
