However, all my experience would completely disagree with this last statement. If you max a town hall and keep on that path it is absolutely the fasted way to max any village. Always, no exceptions. That said, highly active players, doesn't matter if they are maxed or immature will always progress faster. Players with more builders will always progress faster. I was a max th8 and blew through my 1 level of upgrades to max th9 and if it wasn't for having 2 levels of archer towers to upgrade at th10 I'd be almost maxed as th10 in a few months (despite the dismal loot problems). It's pretty easy and quick to max out when you only have 1 building level to upgrade.
Loot per per raid really doesn't change as you increase. A th8 can pull 200k+ out of a th7 just like a th10 can pull 200k out of a th9. However the build time and cost for the th8 will be lower and therefore an active lower town hall will always make more loot faster than a higher town hall. The only variable in favor of a th10 is that loot losses due to raids might be less. "Might" because if you put your th out side and as a th10 in masters or Crystal it takes mere minutes for a th7/8 to snipe leaving all your loot protected.
