I think you should be able to move obstacles for a certain amount of gold or elixir. Say if you want to move the halloween headstone it would cost twice the amount it takes to remove it. So in this case 50 000 elixir.

There's a reason that they are called "obstacles". They are supposed to block you, not be moved around.
