I like what you're saying because i had an idea just like it, but the hero's should be classified as defensive units. Therefore when a hero starts targeting your hogs/giants/balloons/golems(anything that targets defenses) they will classify the hero as a defense and will re-target to the hero or attack it after they've killed their current targeted defense. I don't believe the hogs should target hero's first because they would then run throughout the whole base. However, this tweak i mentioned can be only implemented to hogs if you like and not the rest of the units that target defenses. If you want a unit to attack hero's before anything else... make up a new troop.
