In my opinion, upgrade. For most players they only thing they spend real $$$ on is builders, so why are you letting your investment do nothing?
You'll enjoy the game far more with a Queen too.

Upgrade, get your archer queen, bully th8's.
Skulls won't save you from a determind th9 or 10.

There's no reason to rush. Be patient and put the work into maxing. It only helps, doesn't hurt. TH9 will still be there waiting for you.
it is always best to max everything including walls before upgrading th..
but i personally moved up to th9 with only 70 skulls, and the rest are purple. but considering what will you get in th9 and that you have maxed everything else, don't waste any time, it's totally worth it to upgrade your th, and do some wall upgrade along the way if you want..

You should stay at th8 and max your walls . It'll allow you better protection at the start of Th9.And it will be one less thing to worry about.
