They're very useful in wars as the best weapon TH8s have, though that's the only reason I have them.
It depends on how serious your clan is in wars. They might expect you to do a GoWiPe
Just got the easiest 3 star against another TH8 ( using my TH8 account ), using a gowipe with 3 lvl 1 golem, 1 lvl 3 pekka, and a max one from my main. Probably didn't even need it tbf.
Yes, pekka are worth it. But only when you are ready. Put your farming first if that is what you enjoy more. If you are all about warring, do pekka ( and/or hogs ).

Incidentally they can be useful for getting DE out of harder bases with centralised storages. Pekka works well against x bows.
I am Level 95 with th10 and i havent got a single barrack Level 10. I dont Need pekkas.
