there should be a surrender button in clan wars, so a clan getting stomped on can end the war early. i want to say majority of wars our empire wins the other clan would have surrendered if there was an option. I dont think a clan is gonna come back when down 80-1

That would not be fair to the other clan, they would miss out on the war loot bonus for your bases they have not three starred yet....
As mentioned, this would eliminate all competing players' ability to gain war loot. Even for the losing team, there may be a case where some members want to attack to get war loot. I can earn almost 400K each of gold and elixir after losing, if I have two successful attacks.
