The only time I use a set gowipe is for farming in masters, I use 2 golem, 2 pekka, 2 giant, 12 wiz, 16 archers, 4 barbs and 6 wall breakers.
For wars it depends on the base, there is no best answer. However for a starting point you cant go wrong with:
1 golem
1 cc pekka
8 wiz
4 archers
2 wall breakers
8 hogs
2 giants
Adjust from there. Gowipe entry with surgical hog backend will work for the vast majority of bases.
town hall 8(must have CC lv 4): if you have lv 1-2 pekka, 1 pekka, 2 golem, 25 wizards, 6 wall breakers, 2 archers and a barbarian. and one lv 3-5 pekka in the clan castle.
if you lure cc replace one wall breaker and the archers and barbarian with a hog rider or giant(depends where the cc location is)
lv 3 pekka: 3 pekka, 2 golem, 4 wall breakers, 14 wizard, one archer. and 6 lv 6 wiz and one archer in cc.
town hall 9: CC lv 4 2 pekka, 2 golem, 23 wiz, 6 wall breaker, 1 giant, and a archer. maxed wizards in cc.
CC LV 5 2 pekka, 1 golem, 28 wizards, 8 wall breakers, 2 hog riders, 2 archers. one lv 3-5 golem in cc.
spells: th 8 2 rage 1 heal always
th 9 2 rage 2 heal or 2 rage 1 heal 1 jump or 4 earthquakes 1 rage 1 heal.
and bring one poison spell as well.
since today is 9/8/15 I have added the new dark spells
Personally since the new update I use 2 pekkas 2 golems 20 wiz 4 arch 3 minions 1 rage spell 4 earthquake spells and 1 poison spell and 1 pekka in the cc
I am no longer th8, but when I was th8 I used this:
2x golem
3x pekka + 1x pekka from clan castle
16x wizard
1x archer
1x heal spell
1x poison spell
4x earthquake
In the rare case I couldn't open the base all the way to the town hall with earthquakes, I would take 4-8 wallbreakers and 1-2 less wizards.
My strategy was a bit unorthodox tho. I would start with the 2 golems, then spread the wizards, then wait for reinforcement to die. Once reinforcements are dead, I'd put the heal into the middle, send in 2 pekkas and the king as well.
At this point I put down the 2 remaining pekkas on the sides to let them circle, with 2-4 supporting wizards each. This sounds like a bad idea, but in practice it worked well for me. The pekkas would tank some of the outer defenses, while the wizards would take them down. This way I've solved the problem of hard to reach defenses, which can mess up your gowipe to 2 stars instead of 3.
I was also able to 2 star th9's with a similar setup. Altho if it was a th9, I would check if they have many exposed buildings and then use archers for those and minions for buildings defended just by ground defenses. Even managed to get a few 3 stars on th9's like this, altho most of the time I would just get 2 stars on th9s and 3 stars on th8s.
We use:
2 golems
20 wizards
2 PEKKAS
4 Wall Breakers
1 Pekka in Clan Castle
and the spells: 2 rages, 1 heal and poison or Earthquake

90% of my gowipes are 3 stars at th8.
Ofc it's base dependant but assuming you have maxed th8 troops I found out I had the most luck with......
2: Golems l2

1 giant or hog (cc lure)
3 Pekka (including the one in your cc, hopefully l4-5)
2 heal 1Rage 1 Posion
Ummm... see in gowipe attack u do not need too many wall breakers coz you got the PEKKA to do the needful....
Instead, use 2 golems, 2 PEKKA's, 20 wizards, 4 wall breakers and 2 archers to remove cc troops if any...
1 PEKKA in clan castle and take 2 healing spell and 1 rage incase ur PEKKA encounters a tesla....

The perfect army comp for me always had been 2 Golems, 2 Pekkas, 5-6 WBs (depends on base), and the rest Wizards. Spells: the BEST to take are 2 Heal and 1 Rage with 1 Poison, 1 Max Pekka in CC, and a max poison in CC.
