I think the point it is makes barching harder as weaker troops will be killed faster but stronger tanks like Giants wont really see a difference
It's effects it becuase before when the archer tower attacked a troop that say only had 30 hp and the tower itself did 75 damage that hit was wasting 45 damage. Now since the tower will shoot twice as fast the tower will be able to kill that troop in the first hit and switch targets to another troop without wasting as much damage
Something I have been wondering, does the tower have a re-targeting speed? Example, it takes 1 second to shoot an archer, but takes another 0.2 second to target the next archer which means it actually it takes 2.2 second to kill 2 archers instead of just 2 seconds.

I think that increasing the rate of fire on archer towers was a great idea, however, this only increases the effectiveness of the archer tower at closer ranges. For example:
1) My lvl 10 archer tower does 65 dps and a lvl 4 archer has 33 hp.
Before: The archer tower would one hit the archer and do an excess of 32 damage, killing one archer per second (plus target acquisition time).
Now: The archer tower hits an archer once every .5s but doesn't kill it till the second shot, still doing an excess of 32 damage and killing one archer per second (plus target acquisition time).
2) My lvl 11 archer tower does 75 dps and a lvl 4 archer has 33 hp.
Before: The archer tower would one hit the archer and do an excess of 42 damage, killing one archer per second (plus target acquisition time).
Now: The archer tower hits an archer once every .5s doing 37.5 damage and killing it in one hit with an excess of 4.5 damage.
However; because the second shot is fired at the first archer before the first shot reaches its target, the second shot is completely wasted, doing an excess of 37.5 damage for a total excess of 42 damage.
Therefore; the archer tower can still only kill one archer per second (plus target acquisition time).
This applies to all level archer towers and troops at all levels (although to a much less extent with high hp troops). What this update does change is the archer tower's effective range.
Assuming the archer tower can one hit the archer (example 2), as the archers move closer to the tower the time for the arrow to reach its target is decreased. Once the archers come within a certain radius of the tower, the first arrow will kill its target before the second arrow is released, allowing the second arrow to kill a second target.
This effective range is modified by two variables, targeting speed and arrow speed, and is the reason why the x-bow is so deadly. The x-bow's high rate of fire, high arrow velocity, and high targeting speed despite relatively low dps (at lvls 1 and 2) make it more effective as targets close in on it.
Might make less difference when archer I'd firing at long range as it might shoot additional arrows before previous shot kills target. In practice it might be a very very small tweak that's more powerful at close range. Makes perfect sense to me though.
