If you have TH 9 or up, you can buy part of the forest to begin a new village.
(7.000.000 Gold)
BUT:
*You dont can give resources
*You dont can be in the same clan
*You dont can attack the second base
*You dont can attack the goblins and none player (2nd account).
If you can't do all those things, then a second village would be useless...
