There should be a section that shows how many times a player has left during a war or just hopped around. When people leave a war the team is at a huge disadvantage. There should be an option to replace the person or an inability to desert the team.

1. SC is not going to add a "negative" stat.
2. Being able to replace them would be highly exploitable.
3. What would forcing them to stay achieve? It's not like you can force them to attack, donate, or construct a decent war base.
People leave for various reasons and counting how many times they leave can give decent players a bad look. A inability to leave a clan also causes problems as they'll just spam the chat, not attack, donate wrong troops just to get kicked.
And replacing them can get exploited. Lets say I have a th10 leave before war and then I have the th3 leave during war and the th10 comes back and I have them attack for the th3.

Sorry, third world problems. Only poor clans have a problem with hoppers. Get a better clan that has stricter requirements, hoppers are a non-issue in better organized clans, they don't put "no hoppers" in their clan description, there is no such problem in the first place. One thing I find annoying are hopper nazis/police, they go around global calling people hoppers and go on forums complaining about hoppers, there's nothing you can do about it, get over it.
