It won't help the economy at all. Active players will always spend more than the output from their collectors.
The entire COC economy depends on the availability of the inactive bases, which are completely at SC's mercy.

Because
1. When you have 5 collectors in upgrade you generate very less resources in your village
2. You can t find loot either way by raiding
3. War Armies are expensive, and i don't have resources; see point 1.
4. I do barch atttacks in war to save Elix and to avoid being kicked for not using attacks
5. We lose war, and I eventually get kicked, which is very unfair
Got it ?
Add up the cost of all of your upgrades then compare that to the amount of resources your mines and colectors have produced in that same time frame.
Maxed mines and collectors can only keep max 2 builders going at higher ths but many people continue to keep 3-5 builders busy every day.
Now do the math: calculate how many inactives it takes to keep the 3rd-5th builder going compared to how much resources you actually get from inactive bases.
As a community we are not seeing enough inactives to keep everyone's builders busy.
It will not help the economy, because there are already enough ressources in the economy. The bad loot Comes from to many Players under a shield and that there are more attackers then defenders, so all good bases are taken and the bad are shown to everybody.
The loot improvements will be:
.) th9s and th10s that are not good enough at raiding to find loot and dont attack will have it easier and will still Progress in the game (depending on how much the increase is)
.) The elixir for walls is removed for th8s and early th9s, so the bad bases that you raid will shift back from "no elixir and elixir" to "no Gold and some elixir", which is good, because the worst Thing is if you cant pay your troops and the first ones that quit farming are the high th9 "barch my walls" Players that only look for Gold.
.) th10s have more loot, because with lvl10 giants they are able to farm most th9s
I think it will take months if we notice anything at all.
Inactives contribute greatly to propping up the economy. They won't be upgrading. Building up a substantial number of inactive bases with level 12 collectors will take a long long time.
Also keep in mind that when people do start upgrading these guys, there is going to be a serious loot drought. We don't know what the new rate will be, but most likely it will take nearly a month before the collector becomes profitable.
I can't wait to see the forums in the coming weeks. Things are going to get a lot worse before they get better...if they get better. The QQ is going to be legendary.
I wish SC would instead increase the rate of existing collector levels. That would produce immediate relief.
