About the new update: for town hall 7's, only allow level 1 drills. Or let town hall 8 get 4 and 7 get 2. But having same at 7 and 8 is a bad idea.

It makes sense; both TH9 and TH10 share the same levels too, but the TH10 has 1 extra drill
