wait, sticky the horrible ideas on the top with the prefix DONT REPOST. that way they can push for there nonsense in there own disaster zone.

I don't know if discourage is the right word here. I fully support the discouraging of repeat ideas. Bad new ideas should be discussed and improved on. Say why it's bad, but suggest improvements.
This forum is meant to discuss new ideas. That can't happen with old garbage coming in on all sides.
Naaa. Really there are two issues with "fresh spawns". First is something bad happens to them in game, and they immediately come to the forum and rage about it. The 48 hour waiting period for new threads would help curb that.
The second issue is they think they have come up with the next best award winning idea. This is almost never the case as it actually takes a good amount of time on the forum as well as in game to have a full understanding of all the various mechanics involved. After all you have employees of a multi-billion dollar company who paid to think about these things day in and day out. Generally speaking if a mechanic works a certain way, you can bet it's for a good reason.
This means they either won't care enough in a week to post their nonsense, or maybe...just maybe they'll lurk long enough to realize that what they are posting is nonsense.
Is it possible these measures could actually block the next great idea? Possibly, but highly doubtful. It's a risk I think the community would be willing to take.
good and bad are personal opinions though. and everyone has their own opinion. so let all ideas come forth. if the idea is deemed lame by the community so be it, but at least it was proposed. i am against discouraging people, but i agree ideas considered bad should not be encouraged. unless YOU think it good regardless of what the community thinks.
so how does it get decided what is a good idea or a bad idea?
if the moderators decide, have them cherry pick the good ideas and move them to a new area that only mods can create new posts on. let commenting by the masses continue on this new forum though.
if it is by rating, seems like high rated posts could be moved automatically to a new area once they are high enough.
popularity isn't a good indicator though. a lot is back and forth arguing about good and bad aspects of the new idea.
(just see my lightning shield post. no one liked it, but i tried to defend it. it devolved into a debate about th7 vulnerability). sometimes the mass of replies only point out it is a rejected or previously posted idea.
If you're referring to the sticky, the moderators talk with the devs and the devs provide lists of ideas that they are either considering or ruling out.
They did that. That's what the sticky is. It's a moderator only editable list of both the ideas deemed good or worthy and the ones that were not. This is further enforced by the moderators routinely deleting new threads that are listed in the ruled out section. The problem is that the moderators are volunteer and not paid, thus there isn't nearly enough coverage to deal with the volume.
I wish SC had paid moderators, but that is an entirely different topic.
It's by rating in a sense that the moderators held a series of polls where the forum was invited to select the ones they liked the most. The ideas were then ordered within the various categories in the sticky based on that feedback.
Back and forth arguing regarding ideas is fine. Again it's the multiple posts of the same idea over and over that is an issue. For example if the lighting on DE nonsense was contained within a single thread, there would be far less complaints from other forum posters about it.
