This is stupid.
I used to very heavily moderate the "Wishlist" on a forum for a game similar in style to Clash of Clans, and we had the same problem there. Repeat after repeat, and the fresh, good ideas always fell off the front page. We didn't have any way to combat this besides instantly locking these repeat threads, but they still take up space on the front page.
These ideas are exclusive to one another, I'm not suggesting all of them be implemented
1) Moderate new threads
Have new threads be checked by mods or staff before becoming visible to the general public. This ensures that repeated threads do not get posted at all
A glaring problem here is that it would be a full time job. Someone would have to be checking this subforum quite often to deal with new threads
2) Disallow "Fresh Spawn" to create new threads
A lot of repeated threads are by new members, and forcing them to view and comment on existing threads before posting a new thread
might alleviate the problem.
Problem here is that it might encourage spamming to get them to post their "new" threads.
3) Auto-lock low-rated threads
I'm gonna go out on a limb and assume this isn't possible, but if a new thread could be auto-locked after receiving a low enough rating (after a certain number of total votes), that would allow repeat threads to be forced down, but it would not prevent them from showing up in the first place. And this is quite a complex idea

I don't really expect any of this to happen, but I think I'm just trying to make a point here. I like seeing new ideas and talking about them, but the Idea forum is getting really...well, it's not much fun when most of the threads are duplicates. Even ideas that aren't ruled out are done to death (Heroes usable during war), and I just want it to stop.
So this is an "Idea/Feature Request", but it's for the forum, not the game
