Nothing from the "leak" or official announcement has stated so, so I'm gonna go out on a limb and say no.
Er ... isn't the situation now:
- 1st dark drill with TH8
- 2 more drills with TH9?
So, they introduce 2nd drill for TH8 and did not mention anywhere that the 3rd for TH9 would be taken away ...

No new dark drill at 9. Does not say that anywhere. Third drill cannot be attained until TH 10.

When the new update arrives TH7 will be able to build 1 drill and TH8 will get the second drill whereas TH7 had none and TH8 only 1. So in a way you could they those are "moved down" 1 TH. The third drill will remain a TH10 exclusive.
Please also keep in mind that TH9 will still be able to produce more DE via their drills compared to a TH8 even after the update. As a TH9 drill can go as high as level 6 producing 100 DE an hour per drill whereas a TH8 drill max level is 3 which produces 45 DE an hour.
What about the lvl12 resource collectors?Is that only for th10?
