Why have hero regen times increased again?

I dowloaded the latest update yesterday to remove (red) from the game and my heros regen time increased to its previous levels. I have q-18 and k-15. Q = 62 from 54 and k = 55 from 45. Or there abouts. I thought that was a permanent change a few updates ago. Def not a fan of this change! It was nice been able to use both heros on every barch attack with a boost.
