I wouldn't say its going to be the upgrades that will lower loot it will more likely be all the players getting back on and less abandoned bases with even more people on. It will be really bad but not because of your reason

And it's not increased gold and elixir availability in high-level villages, it's increased production. TH9 and TH10s will still be able to dump these resources out of the economy as they are currently able to do.
This will definitely help solve any loot issues from storage raiding at TH8 as well as most cases for TH9, but it does nothing for TH10s, where the most severe loot problem is occurring.
I doubt it will be, I mean, theres still inactive bases out there...
Hrmm, I was occupied with other things while reading it, but it does say "availability". I was assuming this meant an increased cap? Upon re-reading, not so sure now.
Regardless, lvl 12 collectors wont change anything in regards to inactives.

What good is the boost is most collectors will be upgrading?
Obviously not all of them will be upgrading, but someone could have 5 of their Elixirs upgrading at once, or all of their Gold mines... so for the maybe 2-3 days for these upgrades, there won't be any loot to raid from them as they don't produce loot when upgrading.
However, as suggested by the OP, once they are done upgrading there should be more available loot thanks to the higher levels.
Oh no, the announcement did say availability. I was just saying that it's misleading for them to say that there will be more available for raids when this loot is either dumped into walls (TH9-10s), or if it's hit when still in collectors (inactives, which won't have lvl 12 collectors, and new inactives get ramped out of the queue anyway).
It just seemed to me like they were trying to state that this will make massive strides in fixing the economy, where in reality this mitigates the pain TH9s have felt (by a bit) since elixir for walls were implemented (with TH8s incapable of dumping elixir now), but doesn't do anything for TH10s.
