Create a gold mine and elixir collector achievement

I really do like the idea of this achievement. Ideally the second level of the achievement would require 12 level 12 collectors and the 3rd level of the achievement would require 14 level 12 collectors to ensure that people upgrade every single one available to them at each town hall level.

No. I prefer giving penalty for not maxing mines/collectors.

This will be the finishing touch to improving the economy. Most people will surely decide to upgraded collectors now and help the economy if they find out that it gives them free gems too!

How exactly might a small amount of gems ruin game balance?

As for for collector achievement it's long overdue.
