most people do both, I disagree with if you war do the cc in that having been there and done that, the x bow upgrade helped a lot in war defence, plus very helpful in defending base from looters, the extra 5 troops are neither here nor there imo although I accept the golem argument and if that is important to OP I would go CC upgrade for that reasonQuote:

Did X-bows right away to level 3, and they were just awesome. So I would recommend upgrading X-Bows rather than getting 5 more troops.

CC for sure. if you are an active COC player you should upgrade offensives first.
Upgrading CC not only increase the capacity of troops but more importantly will increase the storages (DE, Gold, Elixir)
I will follow these priorities after entering into every new town hall:
Priority No.1: Offensive upgrades:
1-1- LAB, researches
1-2- CC, Heroes (Any DE should be spend on heroes before any other DE researches)
1-3- Spell factory
1-4- Camp
1-5- Barracks, Dark Barracks
Priority No.2: Defensive upgrades:
2-1- All new walls, towers, anything lvl1
2-2- Inferno, Air defense
2-3- Wizard tower, Mortar
2-4- X-bow, tesla
2-5- Archer tower, Cannon
2-6- traps: Air bomb, giant bomb, bomb, Spring, ...
Priority No.3: Storages (3-1- DE storage 3-2- Gold storage 3-3- elixir storage), DE drill
The least priority: mines and collectors.
Note: Walls should be upgraded to at least to lvl6. After that should be upgraded whenever you have spare gold/elixir.
