I did my xbows first to lvl 3. I believe its better bcos they have a huge damage increase from lvl 1 to lvl 3.

If you are a new th9, max out wizards and mortars first. It may seem costly but it is worth it. Splash can do the most damage in the highest radius. Happy Clashing!
