If it were up to me I'd say you could sell each revenge for 10-25k and you would forfeit your opportunity to revenge that player.
As for the goblin raid, it could just be a weak attack on their base by 100-500(random) goblins that target resources only.
If it would catch on, goblins will have different army troops eventually.
Revenged player can revenge goblins? A randomly generated goblin base with their loot in it.
Goblin raids ignore any shield status.
