Either they aren't very good at attacking and chose an easier base (for stars or loot), or they were just cleaning up stars from the bottom guys.

I would be honored tbh, even if he was using it for the war star/war loot achievement maybe, he still chose your base, which means he likely thought he'd get more stars than the lower guys, who are around your rank.
don't be insulted...
even in my clan, some peeps HAVE to attack way weaker base because... well because... their atk skills (troops) are not where they suppose to be...
geesh we have a TH10 with lvl4 wizzies...
yeah it was rushed... but still with little skills some of them could 3 star better base but still continues to fail on weaker one...
we'll have to show them and talk to them about how to efficiently "not spam" troops all at the same spot
There is another Option:
.) He figured out that this base is harder to 3 star than it Looks like and took it first to avoid having 4-5 lower Players wasting their attacks.
Also Keep in mind that you only see the defense Rating of the Players. If someone rushes th10, he gets a big boost on defense Rating because of Infernos. This does not mean he can attack the #4 or is rated at #4 for the clan matching algorithm.
It is much better if someone that can not 3 star an enemy (or 2 star a top Player) that he makes a safe 3 star further down. Having a lot of 1 stars on top or 2 stars in the middle/bottom does not help at all. Never force somebody to attack an enemy that is too high. I always have to tell my People to not attack to high. It is not so much about the loot, but some Players want to Play the hero and if something goes wrong, they end up with a failed attack.
New use a strategy of our top guys, say too 8, attack the their top 16. This usually allows us to get 3 stars across the board, maybe a 2 star here and there at the too. So now our 9 only has to worry about their 17... And so forth down the line, making it easier on the lower guys
