No contest the improvement in hp and dps for balloons is huge at lvl 6 it also is the mainstay troop of many types of air attack such as balloonion, lavaloonion, dragoonion. Also the visual change between lvl 5 balloons and lvl 6 balloons is one of the best in the game! At lvl 6 they just look like evil mean black killing machines

you can still barch with archer 5 effectively, it's a T1 unit, quantity>quality
the difference between Balloons 5 to 6 compared to Archer 5 to 6 is tremendous
still depends on you, I'd pick balloons though :/
depends what you are focusing on currently.
Farming: Archers all day every day - they can survive L5 Mortars which is huge benefit at th9 and is often overlooked by idiots who don't understand the small health increase to the archers
Pushing/cheaper war attack: loons are sick for this

i def say archers. i have loons to lvl6 and archers to lvl7 but i have never really used loons. on the other hand i have never used hogs either.
For any question choosing which troop to upgrade first my answer is : the one you use the most
