lv 3 golems or lv2 witches?

As others have stated i would again do golems first. If u are using gowiwi with lvl2 golem and lvl1 witch i would sugget gowipe. At that level it will be a stronger attack for you, assuming pekkas are lvl 3. There will be a point where gowipe will become more of a 2 star stratagey but by that point your heros, golems and witches should be at a point where you can transition to gowiwi and once again be confident of 3 stars. I tried a few gowiwis with lvl3 golem and lvl1 witch and was unimpressed(at the current time i was using gowipe with much more success). I got my golems to lvl4 first then my witches (wih both heroes at 10)and i could not believe the difference. Heroes (more so the AQ) and tanks(golems) play a huge role in gowiwi. Thats just my own experience. I would make it a priority to upgrade the cc. A max golem will make a huge difference in your attack.

I would also suggest to upgrade golems.

If you are using GoWi**, golems are the first requirement. You can substitute among witches, pekkas, and even wizards, and account for low levels of heroes. But the first and foremost is golem. The higher hitpoints it has, the more it is a nightmare for defender.

Witches are very useful troop but only as a support unit. So, in my opinion, upgrading them should be a second priority.
