Yeah, but the lower THs don't need the loot as much. It costs under 1 million to upgrade most defenses at th7, whereas at th 9 and 10 it costs 4 million+.

The biggest loss of loot at th10 is th8 collector raids. TH8 seems to be where the majority of inactive bases are and a th10 sees 100-120k of each on a th8 with full collectors, where a th9 would see roughly double that.
Keep the loot penalty for storages in place as that's totally fair, but take it off of collectors and feed the economy.
Instead of removing loot penalty, allow bigger % loot from collectors (e.g. 75%, like for drills) That way partially inactive bases become viable more quickly and the downside of the loot penalty vs th8s is also reduced
And then what? Supercell starts treating bases that have been hit twice with no activity as inactives and chucks them from the matchmaking queue, as opposed to them waiting a measly week or whatever it is? They'll see people changing their playing habits to entirely hit collectors of lower levels as it won't change the fact that there are no other options: inactives are gone, storage raids of TH9/10s are also non-existent. So SC does the next logical move in their giant economic market run by drunken monkeys and start accelerating even semi-inactive accounts out of the system. Glorious.
I think that he does mean only on collectors, I think it would work. Collector raids only work on TH7+ (and mostly non-rushed only, most rushed bases don't have leveled collectors) so I think it wouldn't be too bad. Most collector raids are indeed TH8 which is impossible for TH10 to get.
Ye, let us all raid "properly" and get ~200k an hour, get 1.2mil resources max at the 6 hour mark (if you have that time to blow then get kicked off). Then get raided for about 120k. Not to mention the gold you will lose nexting. When will you upgrade walls? When will you get enough gold to upgrade defenses and research troops?
This is a mobile game to have fun and mellow out whenever you can not a game where you have to constantly pay attention to it and treat it like a job. Collector raids, TH snipes and inactive bases, whether you like it or not, are necessary for this game to function "properly."
