I have 2 accounts on 3 devices.My IPad Mini and IPhone have my high lvł account and my iPod has a low lvł account.I logged into GC on the lower one and when I go on my high one it gives me the option to load my low one.if I were to do that on my phone would my iPad be automatically transferred to my low one to?

No. You can switch between the accounts on all 3 devices by logging into the GC of the account you want to play.
