I've seen a number of guides that say that Balloon + Minion is a good was to farm DE. What level of each do people start using this strategy? I am TH7, have my Balloons to level 7, about to complete upgrading my minions to level 2. Do people use balloon + minion at TH7 or it normal to wait til TH8 when you can get lev 5 ballons and level 4 minions? Thanks for the help
Level 7 balloons...I'm going to assume you mean level 4.
If you're attacking other town hall 7s, level 4 balloons and level 2 minions are all right. If you're attacking higher town halls, get your balloons to level 5 and your minions to level 3.

You can use them from any point with moderate success, but they only get their huge stat boosts at lvl 5 and 6. At TH 7, a different strategy is probably the way to go.
if you are th9 with lv6 balloons, what lv minions should I have? I only have lv2 now. Also can I use lavapups at lv1 and be effective?
As a TH 7 you should probably throw a dragon or two in the mix with balloons. Lightning a AD then send them in. Should work as I've done it before as a TH 7

i started off at th8 with lvl 5 balloons and lvl 2 minions, slowly got minions to lvl 4 and then rushed a bit for lvl 6 balloons at th9. at th8 with lvl 5, you can 2-3 star most bases depending on the AD level. i used this for farming more than clan war. gowipe was what i would be using for cw.

You can start using them at TH 7 if they are maxed for your TH. They'll work great against other TH 7s & weak/mid TH 8s as well. You can use them in Wars as well but be sure to kill every single CC troops before you do. & Watch out for the Wiz twrs & Air Bombs. Taking along 1 rage & 2 heal spells will do great & you'll be able to 3 star them. I've managed to 3 star many TH 7s using Balloonion (Lvl 4 Loons, Lvl 1 Minions) & a few TH 8s as well.
