There are crude work-arounds. "Kick them, press the war button, invite." It is still "a slap in the face".
Create "a non war clan". OK. You need a spare device to create and manage it. And then it is a collection of inactives. No one donates. They don't seen the main clan chat. It is a place of dereliction.
What's needed is an additional "inactive members" subgroup. These inactive members should feel part of the clan, but not burden the clan. The should get the clan chat feed, be able to post to the clan chat, and be able to freely move into the clan-proper.
Their ability to move into the clan-proper may have to be constrained by the size limit of the clan-proper (currently 50). Should they be allowed to donate? Maybe not, if it could be used to game wars. Should they be allowed to receive donations? Yes, definitely able to receive, because that's how they will transition back into being active.
