Provided you don't have much time to clash of course it doesn't worth it. I personally have no problem keeping all my 5 builders busy as i clash a lot everyday.

If you can keep the 5th builder busy it is way worth it.

Buy the gems, get the emblem, and save up for the final builder.

How long do you clash, and more importantly do you seem to make more than enough to keep your 4 builders occupied? If yes, then the 5th builder is a worthy buy. If not, just save and get it over time. Bear in mind though that as your TH level increases, you will find it harder and harder to keep those builders busy, but at lower TH levels I found the 5th builder to be a godsend.

5th builder is worth the save of gems.
