If this was going to be implemented, and I seriously hope it isn't, then cancelling a war should result in severe penalties which would act as a deterrent to cancelling.
By severe, I would penalise each member of the clan the amount that their opponent would get for 1 starring them in war. In addition to this I would penalise the leader who cancelled the war 1 million gold and elixir and 1,000 DE.
Finally, I would then ban the individual leader of the clan which forfeited from participating in any war for any clan for a minimum of 5 days. Every other member would be banned for the duration of the war which was cancelled. This might be harsh on members who wanted to participate in war but if your leader is going against your wishes then you should be looking at whether you're in the right clan anyway.
The clan who were cancelled on would be entitled to split the loot evenly between them and also start a new clan war straightaway.
