Rage spell ADDS 170% for 270% total.
The rage spells ADDS 170%. A TH10 has 5000 HP. A pekka L5 will 2 hit a L10 TH, which is 5000 HP. Pekka does 380 DPS. It hits every 2.5 seconds hitting so 2.5 * 380 = 950 HP.
If the rage was only 170% total, this would be 1615 damage per hit, taking 4 hits to take out the L10 TH. If rage *adds* 170% (270% total), then it is 2565 damage per hit, which is the appropriate 2 shot on the TH10.

Rage correctly states an increase of 170% at L5 (270% of the original dmg). So yes, the correct multiplier is 2.7
Funny thing is a few months ago SC made a big fuss in the release notes of one particular update of "correcting" the original statistic by changing the said statistic from the stated 170% increase to an increase of just 70%. At the time they believed there was an error in the initial statistic (which there wasn't).
Here's what was written in the release notes at the time. Note 130% applies to a level 1 rage:

Why? We're sticklers for accuracy and this has been incorrect for too long! PLEASE NOTE, this change does not make the Rage Spell any more or less powerful, it is purely a wording alteration.

Until the haloween update landed the altered statistic still stood incorrect at a 70% increase at L5. Sneakily however, they must've corrected it & altered it back to the correct statistic of a 170% increase at L5 (2.7 multiplier). None of this was made aware in the release notes or any communicated in any form.
So there ya go. What makes this most amusing is the fact that SC thought they were incorrect in the 1st place & subsequently, - after more than 8 months - realised the initial statistic was in fact correct. Yet no mention of their mistake was mentioned the 2nd time around as it was the 1st. Embarrassing blunder on their part; who can blame them.
Note the effective damage % increase of the rage was never altered. The 170% increase was always in play. Only the statistic stated in the spell info was changed.

tl;dr: Correct multiplier is 2.7 (170% increase of base damage).
EDIT: The fact that this thread exists after all that's happened still indicates that the 'true stat' still isn't clear to the customer (or among the SC team, who knows). This being the exact reason they tried changing it in the 1st place; "to avoid confusion".
