I know. I suppose I should differentiate between literally MAXED, and having everything high enough level that it's reasonable to move on, haha. If you have level 9 walls and level 20 heroes at TH9, you're not maxed, per se, but as far as I'm concerned, you're ready to move on. You know, provided all of your buildings are at their max level. That's just me though. I hate walls

You still have an air defense to go, but either do walls or head to th10. I personally am doing walls, but it looks like you might head to th10

Facepalm* You should start working now for your walls. Grind those babies up to lego walls or if you can go for lava walls. Then while your grinding for your walls, upgrade some of your buildings (barracks, bombs, etc) if you want your townhall to be MAXED.

Technically you are correct, because this is not a maxed TH9 and the next thing to do is to make it a maxed TH9.
A truly maxed TH9 means you have ALL building maxed, ALL walls maxed , and ALL heroes maxed. No kidding, our opponent in the current war has a base like this.
As far as I can see, you are not able to do this, because you are so much lagging behind in terms of walls and heroes. Purple walls? You must be kidding. At this stage you should have 20+ heros and a decent portion of fire wall before you have any true opportunity of having a real maxed TH9.

If you think you are "ready to move on" if it is "reasonable" to do so, and I'm not trying to be combative here so don't take it that way, then, I'm sorry to say, you're going to be one of those TH10's complaining about loot problems. The loot penalty is going to kill you and the nexting price will kill you. You will be crawling to get any of those TH9 upgrades you left behind done. End of story.

Oh, I'm well aware of the problems with not actually maxing my base, and I realize the loot penalty is a thing. I just don't have the patience to sit around with idle builders. To those that do, more power to you, but I just can't, and I pay the somewhat marginal price. I can assure you I will not be worrying about lavas till my base is otherwise maxed, and by then, I won't care about loot. I don't enjoy weeks or months of mindless grinding
