I voted Mortar because of their ability to 1 shot lv5-6 archers and shorter build time and cheaper compared to wizard.
My 3 lv6 mortars covered my base well enough when my 3 wizard towers were down for upgrades.
However if you have the gold you can't go wrong upgrading Wiz towers first.
If you have the resources, i.e. 3 mill in gold laying around, do the wiz towers. Or just farm your behind off and do them. I like the wiz because not only can they attack ground and air, but they look sexy in all pink. Then again, I had all 3 of my wiz towers going so I ended up doing both at the same time and the mortars have been done for awhile.
Personally I went with 1 mortar + 1 wiz until all mortar are max, thats when I went 2 wiz, then when I got impatient, 3 wiz lol.
Mortar is cheaper and faster, which has the same reasoning why I did cannon instead of archer twrs.
But yeah, thats my opinion :)

If you have the resources, do wizard towers first. My upgrade strategy for TH8 so far is 1. Wizard Towers to lvl 5 (one at a time) 2. Cannons to lvl 9 (two at a time) 3. Wizard Towers / Mortars to 6 (one at a time) 3. Cannons to 10 (two at a time). The rest later, pretty much saving Archer Towers for the last. I try to have one Tesla upgrade going as often as I can as well, but it's not super high priority.. Just trying to get some of those very long upgrades done on the side. I'm pretty sure Teslas will end up being the last defenses I'll manage to max in any case...
