This is Sarah here again from the iTunes Store. I did some investigating and found that your account is in violation of the iTunes Store Terms and Conditions.
You should be able to continue using your account once you comply with the terms of service.
Loy, when you create an iTunes account you must first agree to the terms and conditions of sale. It states in these terms "The iTunes Service is available to you only in your country, its territories, and possessions. You agree not to use or attempt to use the iTunes Service from outside these locations."
If you would like to purchase from an iTunes Store in a particular country, you must have both a residential address and a billing address in that particular country. Items on any particular country's iTunes Store are available only for distribution to customers who use a credit card, debit card, iTunes Gift Certificate, or iTunes Gift Card issued in and for that country.
For example, the U.S. iTunes Store can only sell to U.S. residents using credit cards or debit cards that were issued in and for the U.S., or U.S. residents using iTunes Gift Certificates or Gift Cards that were purchased in the U.S.
You may only purchase from the iTunes Store country that you reside in. You must also have valid information on your account, such as the address........
but i can buy games....why i cant buy gems???........if itunes rply again for th solution on my problem ..will share u all....tnx
