I see where you're going, making spells into a troop flare. Jump spells already do this in the last update and I think that's where SuperCell has to draw the line, if they give the same ability to other spells then, like you said, it'll make them even more overpowered than they already are.
The Wall Breaker's AI is fine in my opinion, I understand that sometimes they go stray and take out some random compartment but if you guide them well, and back them up with a jump spell, then you shouldn't lose too many raids due to their AI.
