There's also the time investment required. As a TH7/8 you are easy 100% bait to pretty much any TH9/10 up there so it's -cups every time you log. So unless you have 12+ hrs a day to devote to long raiding sessions, I don't see it happening all too easy.
You also would go through a large amount of gems (as even with boosts) dragons take too long. I'd imagine there's a good amount of instant gemming as well required.
Also, lvl 2-3 dragons are absolutely shredded by lvl 7-8 Ads, and TH9/10's have 3-4 air mines as well, infernos on single, etc. Drags I wouldn't see being all too effective up there. They require patience and picking apart the right base (again, taking even more time to find the right base).
I applaud low lvls that have the patience to do it, but I wouldn't say it's for the casual player by any means.
