Why is it that the feature of being able to see if someone is online or offline is ruled out to be put into the game, yet the forums show when you're online?
If I remember it correctly SC is afraid that it could cause problems, mostly people that don't feel like talking in the clan chat shouldn't fear beeing called out when another member sees that they are online.
The communication in the game and on the forum are very different, so I don't see why it has to be the same.
I think it's ruled out because to do that you need to check in every single people at the same time.... It's like pressing revenge on a big list of revenge list.... Even pressing one revenge trigger your client to do a check for the bases status, and it takes a bit of a delay..... Imagine real time checking on people status.. It'll eat up your bandwidth and make the game slow...
I would imagine the amount of people on the forum is relatively small compared to those actually playing the game. Rumour has it the difference is quite substantial. Most likely server bandwidth restrictions come into play.
I said that because i notice that when pressing the revenge buttons are a slight delay before getting the reply whether the village is shielded/online/ok.... And i imagine that it will be a big delay to do taht to a bunch of people on the shortlist......
other mobile games may put that feature as a first priority thus they are fine with that.... But that is just me speculation though
You can tell if someone is online by checking their mines and pumps. Maxed pumps are available to collect at 500, so chances are if they contain 1000 or less the person is online.
I can't say for the game but the forum is simply a software that comes with online/offline feature (vBulletin forum). Supercell did not develop the forum nor take decision on such feature on forum. Furthermore, any forum member can hide their online status by changing their profile Settings (nobody else can see them online unless they post or send private message).

just below the search bar: Forum Actions > General Settings > choose your Invisible mode > Save changes
