Lab (Barb/Arch)>Queen>Camps>SF>Defenses.
If you can farm level 2 xbows quickly, they're an option. If not, you may want to wait and get Wt/Mortars maxed. Defense is up to you, but Offense will always have to come first. Barb/arch only if you're gonna Barch...(recommended)
i am in the early-mid th9..
be sure to have at least 40k de for the queen.
prioritize AQ.
first thing you will do is to buy aq, then buy all no time building.
upgrade lab and spell
buy x bow.
upgrade clan castle.
the next thing you need to plan is to upgrade aq to level 10 fast.

I'd do dark drills fairly early as well. two maxed drills make a huge difference.
Max your storages then:
-Both Xbow
-Lab
-SF
-AQ instant then a camp.
Next round
-CC
-Camp x2
-AQ
-New buildings + upgrade them a little with remaining builders
After its up to you and your farming rate.
My opinion ;)
The easiest way to look at it is this: whats going to help you get the most resources as quickly as possible? Offensive strength. Offense takes priority over absolutely everything. No, don't get xbows -- don't even worry about them until offense is maxed (unless you happen upon 3 mil gold).
1) Archer Queen - The best tool you have at your disposal in any given situation. Farming, Clan Wars, Pushing, you name it and she has it. She is your absolute number 1 priority. Get her to level 5 ASAP. I'm not exaggerating in the slighest.
2) Laboratory - Stronger troops = more efficiency, better raids, more loot.
3) Army Camps - 20 extra troops is glorious.
4) Spell Factory - Farmers don't use spells unless their cost is going to profit them in the end.
5) Clan Castle - 5 extra troops, can't complain about that.
6) Upgrading Troops
7) Storages & DE Drills
8) New Defenses, Walls, boring ♥♥♥♥ that doesn't help because TH10s are going to kick your ♥♥♥ regardless.
Lab, all your new defences till same level as current defences, army camps, once lab is upgraded troops in lab, walls
