YAY!!! This feature has been implemented.
I have noticed many of these and would like to put them all into one thread. To my knowledge (after reviewing the stickies), that this idea is not ruled out or being considered. I am open to extra suggestions and stuff to add. Trying to be unbiased...
Basics:
A clan should be able to choose whether each member will participate in war, through some hard means that does not involve kicking the player out of the clan.(to re-invite after war search has started)
Reasons:
The main reason is, as stated above, because people don't want to kick people and invite them just so they can opt out on war. While that is a solution, it has some consequences, including misunderstandings, drama (omg, you kicked me out so that I wouldn't be in war) and loss of donation statistics.
Some might argue that if one does not wish to participate in war, one must simply join a clan that does not participate in war. The reason this is not true for many people is that those who care about being able to opt out are more likely to be loyal members, or at least friends with many. Leaving as a group is not a solution either since the group of friends would still be split between warring and not warring. Splitting the group results in the splitting of friends, which lowers the amount of motivations to keep playing CoC. If sister/feeder clans been implemented, that would be a long workwaround that could still be flawed.
There is another reason that this is suggested, which is that players will still "have a life" outside of CoC. This includes vacations, examinations, business trips, blackouts (+and other force majuere disasters) in the residence of one player which doesn't affect the others physically etc.. Thus, some players would only opt out some times and return to war actively.
Possible solutions:
Ranked in order of most suggested
1)Coleader+ (or just leader) is able to choose members before they start a war search.
Pros: players cannot remain out of war indefinitely; players can opt out without having to be online (by telling leader throu other means) Cons: responsibility on the leader(s); drama
2)Each player has an option that allows him/her to choose whether to war or not
Pros: player has own responsibility to blame for if something goes wrong; one need not opt in and out every war
Cons: player can remain out of war indefinitely and be a nuisance; in the case of force majuere, player cannot opt out
3)There is a period between war being declared and the search being started where members can opt in or out.
Pros: players own responsibility
Cons: limited time; drama; player might not be able to opt out; longer preparation days
4) Combine 1 and 2. Each player chooses to opt in or out in a settings. Leader can moderate that change (under restrictions)
Pros: players own responsibility; players moderated from opting out all the time; player can opt out via outside communication
Cons: restrictions unclear
5)Instead of opt in/out, leader has the ability to kick a player once there is only 2 hours or less left in war with those players'(kicked player) attacks go to the players on either side. This only applies to players kicked within last 2 hours of war with none of their attacks used. For example, player 14 in 15 player war has not been on to chat/attack. Once there is less than 2 hrs left, the leader can kick him and one attack will go to player 15 and one to player 13.
Pros: attacks can be used, clan benefits as a whole, require strategy due to limited time
Cons: leader might abuse despite countermeasures, trolls might deliberately stay and leave, leaving clan in disadvantage

REASONS WHY NOT TO IMPLEMENT THIS
-There is a way to do it, even if that means kicking and inviting
-If you are too busy in real life, don't join a war clan
-Being in war and not participating hurts the clan, so if you can't be a team player, don't join a war clan.
-A non-organised clan with no diligence deserves to lose in war.

We've talked A LOT about adding an opt-out feature in Clan Wars and it's not currently in the cards. At this point, we just haven't found the right solution that fits Clash how it should.
We always try to avoid unnecessary complexity in our feature design and strive for features that work consistently and simply for all players. Some players would be thrilled with an opt-out system, but others would prefer things like opt-in, leader-chooses, variable team sizes, or other solutions. Also, letting players pick-and-choose what components of their clan experience they participate in is not a design philosophy we support. When you're in a clan, you should all be in it together! Even further, implementing a system that can enable undue pressure on players ("Opt out or we'll kick you" or "Give me Crab Claws or you can't come to war with us") falls far short of this mark.
That being said, we're in favor of adding more control and meaningful direction to Clan Wars. When we look into the next batch of Clan Wars features, that will be the time to reconsider things like opt-out systems, and possibly come up with better solutions that encourage everyone in their Clan to stick together and participate no matter what. We'll see what happens!
We'll keep tabs on any feedback and ideas you guys come up with for future Clan Wars improvements. Keep the feedback coming.
