i have 3 all FTP and i have saved up 572 gems toward my fourth. i think i can get the 4th in a month if i stay active
Earned 3. Few weeks later in late jan or early feb bought two. So, 5 total. Play a lot. Now almost th8 (not premature either). Level 70 (almost 71).
Saved up for 3rd builder. Used Freemyapps for 4th and 5th builders.

Wasted some gems at the start of the game (200) and then bought 2500 gem pack. After the friend in need 50,000 achievment I will have my fifth builder.
I payed for 4th and 5th but kinda wish i hadn't because if u look at all top bases most there builders are snoring zzzzzzzz so there really only good to get u higher level quicker once your at that top level there really quite useless i wish I had of not bothered giving my money . But not gonna cry over spilt milk an all that ! Lol
4. I don't play enough to keep 5 busy.
