Control who battles in clan wars

I think there should be a way to control who battles in clan wars. Not attacking members make others weaker.
People should be prompted a message and accept it before searching for a rival clan. And if somebody accepts and then doesn't attack should be penalized, because these people perjudicate others with their unactivity.
Clan leader should be able to send a kind of poll to others (at least coleaders) asking if someone should be banned to fight in next clan war if it didn't attack.

Yeah, I had posted something similar to this a week or two ago. Perhaps find that post and post support to it so SC sees the need for it. My post was a bit more detailed with reasons why and a couple ways it could be implemented, one of which was very similar to yours.
