Ok. So I started a new account on android. I have an iPad and an iPhone with a town hall 10. I am wondering if I link the android account to my iPad will it delete my village on my iPhone because it is the same game center? Help Is appreciated.

No, once a village is linked to GC or G+ it will always remain linked because links can't be removed.
If i link my low level account to my iPad will it replace the village on my iphone?
