It depends on how often you use them and if you could instead upgrade something more important to you. :)

The question is which upgrade is worth more. If you use Hogs every war, and having them at level 4 will help your team get more stars, then go for it.
If you have never used them, then unless every other is finished, it would have been no.
I agree there is no such thing as wasteful upgrade. I assume most peoples end goal in CoC is to completely max everything. So it doesn't really matter as long as 5 builders are busy and you got your lab doing research. That's why I think getting over level 9 walls or level 30 heroes as a th9 is a waste because your missing valuable builder and research time.
No. Hogs are done.
Upgrade them last when you have extra resources and nothing to use it on.
Hog strategies are dead... No point. At best the can be used to lure Cc but otherwise useless. Mine are maxed from when the were still possible the most valuable troop available.
Na use your dark elixir for something else. Hogs aren't worth it anymore.
