Aside from the donations skewing the xp, isn't it easier to just look at their defenses and troop levels? If they have stuff that was not maxed at their previous TH level, then they rushed. Easy.

3000 xp is a level ok we remove donations from the equation...what if we take lifetime donations multiply it by 0.003 and subtract it from level and then start again at step 1...this would remove donations?

I guess that one's up to the clan leadership, but if the prospect is kind of questionable, I like to let em in, and see if they make up for their mild rushing. Because skill, donating, chat quality (subjective, I know), all play a part.
As a weird example, a guy in my old clan maxed each level, but once he got TH8, he rushed TH9 pretty hard, in order to unlock the queen and xbows. He then farmed hardcore and basically maxed TH9 in a few months. So, I'd probably let that guy in XD
I don't disagree at all. We have a few who's number has dipped. I'm not in any way suggesting how each clan should interpret the number. I'm just saying it quantifies it (rush/max) with errors as ya'll pointed out. But better then anything else I've seen. The taking donations out of the equation isn't difficult and we need to look at that for sure.
